Le ministre de l’Economie et des Finances, monsieur Romuald WADAGNI a pris part en présence des représentants des pays du G20, des institutions financières multilatérales, des chefs d’état et chefs de délégation à la conférence de haut niveau présidée par la Chancelière allemande Son Excellence Dr. Angela Merkel le mardi 19 novembre 2019 dans le cadre du sommet G20 sur l’investissement en Afrique qui s’est déroulé à Berlin en Allemagne. Plusieurs sujets ont été au centre des débats notamment, la sécurité, les améliorations du cadre d’affaires, le besoin d’accroissement des Investissements Directs Étrangers c comme vecteur de croissance des secteurs clés que sont l’énergie, l’industrie et le tourisme. Deux temps forts ont marqué les travaux: un sommet des affaires organisé dans la matinée par les associations de la Chambre de Commerce allemande et le Dialogue politique entre les Chefs d’Etat et de délégation l’après-midi. Monsieur Romuald WADAGNI a dans son intervention, mis l’accent sur trois axes concrets : La reclassification du risque africain trop souvent surévalué, rendant les primes de risque requises par les bailleurs, prohibitives. Le ministre a déploré le fait qu’un pays comme le Bénin n’ait pas changé de classification l’OCDE (Organisation de Coopération et de Développement Économiques) depuis les 15 dernières années malgré ses progrès spectaculaires en matière de performances macroéconomique, d’ amélioration du climat des affaires et que le Bénin n’affiche aucun défaut de paiement. Il a indiqué que cette classification statique a 3 conséquences : (i) elle n’encourage pas les efforts et les pays « bons élèves », (ii) elle contribue à maintenir une perception négative de nos économies et de l’Afrique en général et (iii) contribue à alourdir les coûts de financements des projets. L’amélioration des maturités disponibles auprès des agences de crédit d’export. En effet ces agences offrent en général des maturités de 10 ans plus la période de construction, ce qui limite les volumes d’investissement éligibles à ces financements. Le ministre a plaidé pour une révision à la hausse de ce délai de 10 ans pour permettre la mise en cohérence de la durée du crédit avec la durée de vie des investissements et l’ accélération du rythme d’investissement des pays, à capacité de remboursement égale.
