It is unanimously of the deputies present and represented this Tuesday 08 December 2020 at the Governors Palace in Porto-Novo that the vote of general state budget, management 2021 has been voted. An amount of 2,452,192,000,000 FCFA put to the disposition of the Government for its policy in various fields. What focused attention, this is the shutter social responsibility of this budgetary instrument.

Under the supervision of the chairman of the meeting, the chairman of the National Assembly, Louis Gbehounou Vlavonou, the deputies of the 8th legislature voted the draft general state budget, management 2021. It was yesterday Tuesday December 08, 2020 at the Governors Palace in Porto-Novo. Were present on behalf of the government, the Minister of State in charge of Plan, Abdoulaye Bio Tchané and the Minister of Economy and Finance, Romuald Wadagni and their collaborators.

Social measures 2021 under the microscope!

It’s in the report presentation of the 2021 finance law, which general ways the social measures provided for in the finance management law 2021; it reads that: “After four years of reforms and consolidation of good public finance management practices, the Government continues and strengthens through the State budget for the management 2021, strategies and measures to improve the living conditions of populations in general, and assistance to the most vulnerable groups in particular. The government’s commitment to social issues through a model constantly improving since 2016, has been strengthened in the project of State budget for the 2021 management, due, among other things, to negative repercussions of the Covid-19 pandemic on social strata already fragile and in the fields of activity of artisans. Evolution in volume of the State’s financial efforts in favor of social welfare illustrates the Government’s determination to give meaning to the strengthening of services basic social policies and the balanced and sustainable development of the national space, carried by axes 6 and 7 of the Government Action Program (PAG 2016-2021) ”. It is noted there also that: “In reality, the functions of the State which address this ambition of the Government, in this case the health functions and social protection, environmental protection and sanitation, leisure, sport and culture, economic affairs and equipment, education, etc., accumulate a significant portion of the credits opened to the State budget for management 2021. For the year 2021, the resources disbursed for the benefit of these functions represented 47.24% of expenditure forecasts from the general budget against an average of 27.5% between 2016 and 2019 and an estimate of 43.4% expected for the year 2020 ”.

Apart from the continuation in 2021 of the flagship actions / measures of the management 2020, like the national school feeding program integrated, consolidation since 2016 free measures in the health sector, the new program university allowances for the benefit of the unassisted and non-scholarship holders of the first year, free tuition fees, maintenance of measures incentives in many areas, new measures bringing the ambition of the Government under the 2021 management are introduced in the budget of the State, 2021 management in several areas. It is for example for this which concerns the health sector of the enlargement of the free vaccinations against meningitis and hepatitis which includes from the year 2021, the regular cycle of vaccination campaigns. We can also remember as social measures: Continuing to bring spaces up to standard public social protection in the municipalities; operationalization of “Insurance for Strengthening Human Capital” project; the reform of the modernization of the personal identification system; Sustainable Development Goals for 2030: projects structuring to anticipate the achievement of universal access to drinking water to populations; strengthening of the access to education policy for all: consolidation of the integrated feeding program school; a special employment program at the service of the company and entrepreneurship. ; digital solutions to guarantee the pursuit teaching in public universities.
