The conference room of the Ministry of the Economy and Finance was the setting on Thursday April 29, 2021 for the launch of the SEMO platform for the control of passengers on official missions. It was thanks to a solemn ceremony which saw the presence of representatives of travel agencies, airlines, officials of the Ministry of Health and of course those of the Ministry of Economy and Finance (MEF ).

“It is for the application of the measure of exemption from the payment of costs related to the COVID 19 test for agents on mission, that the Financial Control (CF) and the Information Systems Department (DSI) of the Ministry of the Economy and Finance have implemented in the Official Missions Framing System (SEMO), the interface allowing to easily carry out the usual verifications on the regularity of the missions of these executives. It is a selected piece of the opening speech of Hermann Orou TAKOU Director of Cabinet of the Ministry of Economy and Finance which specifies the motives for the implementation of the new platform.
From the presentation made by Alain AHOUNOU, DSI / MEF, the platform answers the question: how to ensure the veracity of an official mission order provided by a public official? The new official mission control platform responds to this problem. Its role is to control and manage all internal and external missions in order to give the possibility to travel agencies to know in the system, if the agent is on official mission or not in order to exempt him from Covid-19 costs. . Travel agencies must provide two pieces of information on the platform for the authentication of the mission order. It is first, the number of the mission order and then, the date of departure for the execution of the mission. Better still, it is recommended that travel agencies check that the names displayed on the mission order correspond to the identity of the person who presented it in order to avoid identity theft.
For the Financial Controller Eric YETONGNON, the SEMO makes it possible to have a traceability of all the official missions of the State and helps to fight against certain unorthodox practices. With the new interface on the system, there is an ease in the control of public officials on official mission in order to save them from paying the COVID-19 tax.
