The need to strengthen the development planning system with a view to achieving the Benin-2025 Alafia Vision, the Sustainable Development Goals (SDGs) and Africa’s 2063 agenda led the Government to adopt in Council of Ministers, on July 27, 2016, a roadmap for the development of the Government Action Program (PAG) 2016-2021 and the National Development Plan (PND). The PND is the first level of implementation of the Benin 2025 Alafia vision in accordance with the planning system adopted by Benin during the national days of reflection organized on this subject on 5 and 6 December 1991 and adopted by the Government in the Council of Ministers in 1992. . It aims to specify the strategic benchmarks for development action for the eight (08) years between 2025, the deadline for the achievement and realization of the vision. Thus, it will be operationalized in two phases: the first from 2018 to 2021 through the Growth Program for Sustainable Development (PC2D) and the Government’s Action Program, of which it integrates the axes and the second phase from 2022 to 2025. The implementation of the 2018-2025 PND will help consolidate the achievements of the 2016-2021 PAG by ensuring the continuity of development action from one Government to another and also offers the opportunity to ensure the achievement of priority targets of the Sustainable Development Goals (SDGs) and Africa’s Agenda 2063 at all levels of the development management process (central, sectoral and local levels). The PND is distinguished by: taking into account not only the Benin 2025 Alafia vision but also the SDGs and Africa’s Agenda 2063 through the quadrupling winning integration of the themes: economic growth and structural transformation, reducing inequalities and improving social inclusion, environmental sustainability, and effective and inclusive governance; its character as an instrument for long-term orientation and for steering the choice of strategic development objectives, structuring investments and major economic and social reforms; its implementation and monitoring framework integrating results-based management tools and performance measurement indicators for the dynamics of changes made. The development of the PND was carried out according to a participatory process. All components of Benin society were involved at the national level and at the level of the twelve (12) departments during the strategic diagnosis phase and the sequence of the choice of strategic orientations by 2025.
